Meet Our Staff
Garrett Hamilton, CEO
Garrett Hamilton has over 15 years of behavioral healthcare experience. He has dedicated his professional career to creating systems of care that provide efficient and effective services. Garrett has worked in the marketing, risk management, admissions, direct care, and operations fields at the community based services, group home, and psychiatric hospital levels of care. In addition to his professional positions, Garrett has served on a variety of non-profit boards, as well as local, regional, and state level advisory and planning committees.
Paula Roberts RN, BSN
Paula Roberts joined the team at Cumberland Hospital in March 2000, she currently serves as the COO. Paula earned a bachelor of science degree in nursing from University of Phoenix and has experience as a psychiatric technician and RN in adult psychiatry. Before becoming COO at Cumberland, Roberts held the positions of staff nurse, nurse manager and assistant director of nursing.
As someone who has always wanted to work with children, Roberts is passionate about helping the kids at Cumberland. She loves her patients and she’s proud to be part of a staff who gives their all each day. When not working, you can find Roberts cooking, hunting for antiques and spending time with her family.
Jennifer Rice PsyD
Dr. Jennifer Rice, PsyD
Adolescent Girls Program
Hailing from Williamsburg, Virginia, Jennifer Rice joined the team at Cumberland Hospital in 2008. She worked at Cumberland before graduate school, coordinating clinical services in other residential programs. She then earned a doctorate in psychology from Florida Institute of Technology and is a licensed clinical psychologist in the state of Virginia.
Passionate about helping people heal and recover to develop a life worth living, Rice enjoys being part of the team at Cumberland, helping staff and patients meet their potential and get excited about their life and job. When not busy working, she enjoys reading, gardening, cooking, hiking and animals. Her husband is also in public service, and she has three stepdaughters and a daughter.
Heather Seward, CFO
Heather Seward joined Cumberland Hospital in November 2005 and currently serves as Cumberland Hospital’s Chief Financial Officer. Prior to promotion to CFO, she served for many years in the Assistant Controller role. Heather earned a Bachelor’s of Science in Accounting from Christopher Newport University and immediately began building a career in financial leadership. When not working, Heather enjoys cooking and spending time with her family.
Dr. Jan McNeil - Medical Director
Dr. Jan McNeil
Dr. McNeil joined Cumberland in September 2021. She currently serves as Cumberland’s Medical Director. Dr. McNeil comes to Cumberland after having practiced in general pediatrics in West Virginia. Dr. McNeil earned her degree from West Virginia University School of Medicine in 2009 and completed her pediatric residency at West Virginia University School of Medicine in 2013, where she also served as chief-resident during her final year of training! Dr. McNeil has a background in clinical research, including interning at a National Institutes of health laboratory.
Benitee Towler Moore

Director of Nursing
We’re pleased to introduce Benitee Towler Moore to the Cumberland team as Director of Nursing. Benitee comes to Cumberland from ECPI University, where she served as the Director of Nursing for the ADN RN Program. Benitee has a proven background and has an extensive track record in executive leadership include serving as interim Associate Director for Patient Care Services at a Veterans Affairs Medical Center, successful completion of the Federal Executive Institute’s, Nurse Executive Leadership Program Department of Veterans Affairs, and serving as Interim Vice President of Patient Care Services for a regional level I trauma/quaternary Magnet Facility.
Benitee has experience in trauma, rehabilitation and behavioral health and in addition, she is a board certified nurse executive! “My enthusiasm and commitment to the nursing discipline grants me the privilege to serve others by promoting excellence at the bedside and leadership. I am looking forward to making a difference regarding staff, our patients and in the community.”
