Meet Our Staff
Garrett Hamilton, CEO
Garrett Hamilton has over 15 years of behavioral healthcare experience. He has dedicated his professional career to creating systems of care that provide efficient and effective services. Garrett has worked in the marketing, risk management, admissions, direct care, and operations fields at the community based services, group home, and psychiatric hospital levels of care. In addition to his professional positions, Garrett has served on a variety of non-profit boards, as well as local, regional, and state level advisory and planning committees.
Paula Roberts RN, BSN
Paula Roberts joined the team at Cumberland Hospital in March 2000, she currently serves as the COO. Paula earned a bachelor of science degree in nursing from University of Phoenix and has experience as a psychiatric technician and RN in adult psychiatry. Before becoming COO at Cumberland, Roberts held the positions of staff nurse, nurse manager and assistant director of nursing.
As someone who has always wanted to work with children, Roberts is passionate about helping the kids at Cumberland. She loves her patients and she’s proud to be part of a staff who gives their all each day. When not working, you can find Roberts cooking, hunting for antiques and spending time with her family.
Jennifer Rice PsyD
Dr. Jennifer Rice, PsyD
Adolescent Girls Program
Hailing from Williamsburg, Virginia, Jennifer Rice joined the team at Cumberland Hospital in 2008. She worked at Cumberland before graduate school, coordinating clinical services in other residential programs. She then earned a doctorate in psychology from Florida Institute of Technology and is a licensed clinical psychologist in the state of Virginia.
Passionate about helping people heal and recover to develop a life worth living, Rice enjoys being part of the team at Cumberland, helping staff and patients meet their potential and get excited about their life and job. When not busy working, she enjoys reading, gardening, cooking, hiking and animals. Her husband is also in public service, and she has three stepdaughters and a daughter.
Heather Seward, CFO
Heather Seward joined Cumberland Hospital in November 2005 and currently serves as Cumberland Hospital’s Chief Financial Officer. Prior to promotion to CFO, she served for many years in the Assistant Controller role. Heather earned a Bachelor’s of Science in Accounting from Christopher Newport University and immediately began building a career in financial leadership. When not working, Heather enjoys cooking and spending time with her family.
Latavia Howard, DNP, NP
Dr. Latavia Howard, DNP, NP
Chief Nursing Officer
Dr. Latavia Howard has over 17 years of nursing experience including having served as a Registered Nurse, Assistant Director of Nursing, Nurse Manager, and Regional Nurse Manager. She joined Cumberland Hospital in 2020. Dr. Howard has extensive nursing experience in acute, long-term and ambulatory care, behavioral, mental health, and teaching settings which intertwines well with the unique med/psych clinical presentation of Cumberland Hospital’s patients.
Throughout her career, Dr. Howard has been recognized as a collaborative Registered Nurse Executive poised for the highest level of professional nursing practice. She has spearheaded initiatives and has expertise in best nursing practices, retention programs, compensation wages, nursing budgets, and planning new patient services.
